There are so many reasons to toss Chris Smitherman out on his ass, this one seems fairly unimportant.

"The No. 1 solution is we've got to charge the hill [sic] on this culture of no snitching," Smitherman said.

Well, not exactly, but if that's how you want to address the issue then you need to work with the community & the city, county & state law enforcement & court agencies and find a way to protect these witnesses & family members.
Thing is - it's kind of a cheap shot to blame the victims.
The real problem is people who are unable to resolve personal differences with one another in any way other than just eliminating a person.
Is this a black thing? Beats me - I've seen plenty of bad parenting by black moms on the street & buses, tho. They seem to want to stifle any inquisitiveness or creativity their young children have. If the kid grows up with these qualities retarded, he likely will have problems resolving differences with other people and will just choose the "practical (final) solution".
How to accomplish this? I wish I knew.
