No Amber Waves in Porkopolis

A new Cincinnati ordinance lets the city issue fines for tall grass.$500 FINESThis article @WC3PO highlights a healthy looking guy who didn't mow his disabled mom's yard complaining about the fine & specifically about it coming with now warning.
Now I have cut my grass twice this season but probably should have cut it 3 or 4 times, so it's fairly obvious...
Still, it would make sense to issue the ticket with a 7 day warning.
The question now is A. will it work? The high grass tends to attract litter & pests. and B. what will this do to the fees charged by lawnmowers? I doubt a lot of the kids offerring to cut your grass know about this law but if they did, they could really jack up their prices & improve their sales pitches.
And is the price too high? It's probably about what the city would charge to mow the lawn for you.
